Lib Dems Lead the Charge: Cornwall Council Passes Winter Fuel Payment Motion

Cornwall Council has voted against the Government's cuts to Winter Fuel Payments, passing a motion brought by Cllr Leigh Frost (Lib Dem). With energy prices set to rise, this motion aims to protect Cornwall’s most vulnerable residents from fuel poverty.

The Government’s decision to limit Winter Fuel Payments to only those receiving Pension Credit will leave thousands of Cornwall’s pensioners out in the cold. An estimated 119,600 pensioners in Cornwall will no longer qualify, with eligibility dropping from 88% to just 12%. Many on lower and middle incomes, who rely on this vital support, will now miss out entirely.

The motion proposed by Cllr Frost calls for:
1. An urgent awareness campaign to maximise Pension Credit uptake across Cornwall, ensuring those eligible for Winter Fuel Payments do not miss out.

2. Direct action from Cornwall Council by writing to the Chancellor and local MPs, demanding a pause on these damaging changes and a fairer threshold for eligibility.

Cllr Leigh Frost said:
“The Government’s decision to slash eligibility for Winter Fuel Payments is a cruel blow to pensioners, many of whom are already struggling to make ends meet. Fuel poverty is a real issue in Cornwall, and these changes will only push more people into hardship. By passing this motion, Cornwall Council is sending a clear message that enough is enough—we must stand up for those who need our help.”

The Liberal Democrats have long championed fairness and support for vulnerable communities, and this motion is no exception. With Cornwall already facing one of the highest rates of fuel poverty in the UK, this action is both timely and necessary.

Cornwall Council also noted the alarmingly low uptake of Pension Credit, with only 63% of those eligible nationwide currently receiving it. The motion recognises the importance of boosting awareness and access to these benefits, which are a lifeline for so many.

By passing this motion, the Council has reaffirmed its commitment to tackling fuel poverty and ensuring that no resident is left behind. The ball is now firmly in the Government’s court to act.
